The deep or superficial changes that the dynamics of technical change engender cannot be turned back: once a new technology is discovered, it cannot be unlearned or forgotten about its existence. It can only be contained, controlled, measured and subjected to protection standards. A good example of this is nuclear and atomic technology, capable of great welfare and great destruction at the same time.
